The Clean Arctic Alliance, a coalition of 18 NGOs, has urged IMO to ban the use and transport of heavy fuel oil (HFO) in the Arctic. It is the standard marine fuel for cargo ships, tankers and large cruise ships and a significant source of soot. NGOs say an Arctic oil spill could also be harmful and difficult to eliminate. The EU`s position has been associated with a credible threat of unilateral measures.
